Without having seen them themselves but they look like a bad case of juvenile warts to us. If it is, just leave them alone. They look like they are clearing up on the one on the right already.

They definitely look like juvenile warts but how old is the pony in the right-hand photo? I would just be a bit suspicious that it was something contagious if they had both "caught" it at the same time and the other pony isn't a youngster

There was a fell pony years ago at our yard with a nose just like this. It was warts and it cleared up completely on it's own.

just noticed yesterday that Fox's muzzle is covered with pimply lumps - not quite warts - hoping they are juvenile warts (she's 2.5 yrs) and will not develop!
