This is the form that came with my horsewatch letter
DUMPED HORSES/PONIES ON PRIVATE LAND
According to the World Horse Watch (what used to be the ILPH) they said that if a horse/pony is dumped on a private farm the police cannot legally do anything. I know it is a pain for the landowner, but it is their responsibility to sort things out for themselves. They need to put a sign on a gate into the property with words to the effect....
I (insert land owners name) hereby give notice to the person/persons who own the horse/pony that is on my land without permission that if they do not collect it by (add time and date) I will dispose of said horse/pony and take any costs incurred out of any monies raised. Sign.................................................................... Date...................................................................
The landowner then needs to wait for the time to lapse and if no one comes forward they can dispose of the horse/pony and take out their costs, the balance of the money belongs to the owner of the horse/pony and they would have to give it to them if they come forward.

I wonder if that applies in Scotland as well, not that I have had any horses dumped in my field
