Bigger wheels will not alter the way the shafts are sitting. Some people try and higher the seat, but that will not alter things either. Do you feel like you are sitting tilted backwards slightly - that is one of the signs of the cart being too small, also there is usually a smaller gap between the horse and the front of cart.
Just had a thought - our two wheeler has adjustable shafts, so it fits between a 13.2hh and 15hh. Is there a chance yours are adjustable? If they are, you have cracked it, as you can possiblly amend the seat to be higher too.

No, the seat is level. Which is why I though it was OK. And there's a reasonable length between his bottom and the front of the gig.
A friend who's done a lot of driving is going to come and help me a few times, she'll be able to tell me if it's OK.
As long as I'm not doing any harm to Harley, that's the main thing.
