Had she been born 1998 onwards I think that was the year the first time the foals were microchipped, so you could have got a vet to see if she was microchipped, which would have been a help with finding out who she was. But I suppose she could have been microchipped since by a previous owner?
I have a friend with a very nice Fell, she knows he is registered but his previous owner never gave her the registration papers, and she has no idea what his registered name is, so they are unable to compete at Fell shows, but he is always placed at the shows he can go to.
Good luck with your search, but I think unless you know for certain who either his dam or sire is, it may be very difficult.

is there a gene pool / DNA database in practice yet? if there isnt maybe this could be a good idea along with the stood books?

Not to naysay, as I have a hard time seeing the white on both hinds, the breeder (depending on how many foals) may not have realized she had white on both hinds, and may have registered her with the white only on the hind left. Best of luck!!! I'm truly hoping you can run the breeder to ground with this!! She's a beautiful girl
